Finances will be taken care of for this year soon.  Josh Shamblin will write grants.
Bingo game next Weds. Night @ 6  Pete will turn in Bingo licenses tomorrow money was left in the account to cover it.  2011 ACT was completed.
New programs have been added weather, time, and school info. Loads of new music has been added.  Basketball is off to a good start.  Getting good feed back from the listeners about airing the games.
New monitor is needed.  Our product has greatly improved for 2010.
Station report was discussed Dave motioned approve Fred 2nds.
Fred motioned for the purchase of a new monitor Tiffany 2nds.
New Years Party.  Fred discussed putting up a wall monitor for live feed at the party so people in the back can see.  Pete to figure out.
Dance
Tiff to send out emails for food.  She can spend up to $50.00 on a basket  Dave gave $20.00 toward the basket Andy motioned to accept Josh 2nd.
Dave needs head phones with speaker the sound would sound better.  Andy states we have a spare one that the wires need split on them.
Fred makes a motion to attempt to get a minimum of 3 or 4 places so we can cover the entire county from the FCC Dave 2nd.

Feb 2011 Station Report


 

  DSL speed continues to effect our operation. During the last month on more than a few occasions, our audio was dropping and stopping due to congestion in the Frontier system. A complaint letter was mailed to our provider. No response has been received as of this date.  One of the local Frontier guys told me on the 11th that speed and other problems will be cleared up on Feb 17th. We’ll see.
  Equipment wise, all gear is working fine.
  This year WYAP added early out, two hour delays, and school closing info each morning. That coupled with our new auto weather report and Edgar the talking computer head  is greatly improving our outreach to the community. One morning I noticed three online users.
   Our Saturday programming has greatly improved with the addition of tons of new chronologically organized music, the Vault program, Bridgette’s Show, and an even newer Route 66 show originating from Arizona. Mixed in with newsy shows, we have a full stable of offerings during the day light hours and Glenn Jammin at 7pm. Also in the way of programming, WYAP stopped airing the Union Edge  program. The show was not inclusive of West Virginia.
   Basketball wise we missed one make up game because we didn’t know about it. A second Lady Panther game was not aired when a commercial station grabbed our phone line leaving us unable to get on the air. There is suppose to be two lines for the stations. I spent some time at CCHS last week trying to figure out what’s wrong with the second line. So far no luck. Will try and get Frontier over there to straighten out the problem.
   CCHS Melinda Isaacs gave us the thumbs up to sportscast softball and baseball games this year. TG has committed to working the baseball games at home and Glenn is up for the girl’s softball activities at Bradley Field. Will firm those volunteer commitments and make sure our new broadcast box will work via cell phone at Clayberry Park in Maysel.
  Josh Shamblin and Brian Abbott have expressed an interest in doing a weekly sports show on the air. Details to come.
   In addition to Celebration weekend programming and music, last summer WYAP offered weekly summer time activities with an emphasis on healthy activities, IE Cornhole and basketball. Even for a first time offering, participation was light at best. I am working to restore some kind of music venue in 2011.
   Draft wise, the plan is to offer live music shows in June followed by all Bingo in July over at the Senior Center.  So far, we have a tentative commitment from one outstanding guitar player, Aaron Frye to host two of the June Jams.
   WYAP is participating in the BDA Tourism 2011 promotion package. If they get their planned brochures, web site advertising, and  public awareness campaigns up and running, we should benefit greatly.
  The station is in great need of a general clean and fix up on everything from the trailer to the parking lot. We need to plan that ASAP.
  Finally, we have no word from the County Commission on evicting YAP radio from the parking lot. Not sure if that’s a good or bad sign since we’re already booking outdoor stuff for this summer. With their vote to proceed already done, a 30 day notice could be very tough for us to comply with especially if the notice comes during the warm months.

    Fred opened the meeting at 5:30
    Financial statement:
    We are to pay Pete back the $2,500 we borrowed from him to pay off the bank loan.  A statement from Pete will be acquired.  Ashleigh needs to total the balances on future financial reports.  Due to financial shortfalls, we are to pay Pete, phone, water, elec, & the smallest royalty only.  Andy motion to pay. Dave 2nd all others I.
     Glen & Michael Dorcy want to broadcast CHS girl’s softball games. There are 12 or 13 games they start in March or April.  We would need sponsors.  Andy motions to tell Glen lets do it Dave 2nds all other agree.
      Bingo licenses Pete applied for our new certificate.  Josh to work on grants to the legislature that is due this month.  Andy to write Budget Digest requests.  The broadcasters are doing an excellent job offering a verity of music.
      Station report : We have been having problems with Frontier’s service which has had us dead in the water much of the time in the last 30 days.  The hub in Bluefield is causing the problem.  Frontier changed out some switches  and our audio improved  for a few days then right back poor  again.  Andy is to call about Frontier giving the station a credit on the bill for lack of service.  Liz moves for AW to ask for the refund Dave 2nds.  AW is to write a letter to Frontier complaining of their lack of service and it is effecting business operations.  Andy moved Liz 2nd all others I.
       New show added Labor’s Edge being aired as available.
      Valentines Dance will be on 2-12-11 from 6:00 – 9:00  Andy is to check on the building for availability.  Tiff agreed to be the dance organizer once again. PA speaker is still needed for bingo and in the station.

Station Report March 2011


  No equipment break downs during the last 30 days.
  Originating from Vienna West Virginia , the Bluegrass Gospel Hour has been added to the Sunday morning line up. The newest 60 minute weekly show will be broadcast around noon with an encore version during the early morning hours.
   Josh Shamblin and Brian King began hosting their Sports Circus show three weeks ago. The two hour presentation is well planned and factual mixed in with modern tunes. The offering is well scripted and truly professional in presentation.
  TG, Josh, and Glenn have agreed to sportscast CCHS Softball and baseball games this summer. I will attempt to be at the station during each of the 20 plus offerings and handle those duties. First game is March 23rd. We need to start the sponsorhip campaign as well.
     WYAP has been asked to participate in the 2011 Farmer’s Market program which gets underway in mid may and goes thru Sept. We have been asked to provide a telephone hook up and power cord for the cashier end of the market. They would also like us to have outdoor music each Saturday morning. We need to discuss that item and who would come over and set up the speaker.
   With summer nearly here, I’m thinking of June Jams, July Bingo each Saturday night, and the three holiday celebrations. We need to discuss horsepower for each undertaking.
  The station is suffering from a long cold winter with inflictions  in serious need of a work party attention: fix the roof leak at the corner of  the trailer; fix the roof leak above Room B window; clean up Room A and put away winter;  exercise the generator;  steam clean the carpets; retile the restroom floor; and prepare the welcome center for use.

   CCHS Baseball and softball season is over. WYAP was able to broadcast most of the home games. Those we didn’t were due to scheduling conflicts, rain outs, changes of schedule, volunteer conflict, or I just plain forgot or didn’t know the schedule. Our volunteer sportscasters did an excellent job even when backup help was unavailable.  Before we try it again in 2012, we should consider the time it takes at the station and at the field, the very  screwy schedule changes, and conflicts with other programs.
   Program wise, the station is offering a broad range of venues every day of the week. We previewed the Gary Null Show via Pacifica but opted out, way too over the line. Sunday morning’s now include the mighty Fortress Radio Minute along with the Bluegrass Gospel House originating in Vienna W. Va.
  Equipment wise, in house gear is holding together nicely. The need to update the live booth main computer has been put on hold until more $$$ is available.
  Dave Derby replaced a rotting section of floor in Room A. A few days later Dave and son Jimmy came back to fix the leaking outside wall causing the problem.
  The big news this month is the addition of new playlist manager software: Zara. With this program YAP can automatically insert the FCC mandated top of the hour station ID, insert temperature and humidity updates, provides a much smoother change between tunes, and provide the “time” several times each hour. Other features are as of yet unexplored.
  Last year the Roco internet radio receiver at the shed improved our reliability 10 fold. This year,  ZARA has moved us up several more notches.
  Our volunteers remain on the job and doing great. With the end of the school year, the AK-94 Show will take the summer off. Because of the many sports season conflicts with the Roundtable Show, instead of ending it for the summer this month, why not run it thru the summer if possible.
  It is my understanding that the FCC is NOW requiring new EAS equipment for all stations including LPFM’s. We are going to have to bite the bullet and invest once again.
  We are in desperate need of a work party to: open he Welcome Center, clean the carpet, bring down the Jam gear, put away the holiday decorations & straighten up under the stage, and get the parking lot / stage ready for June Jams. How about May 14th?

Bd Meeting Minutes March 11 2013

Motion by Dave, 2nd by Elizabeth, Financial Statement approved unanimously
 Discussion on paying old utility bills with concensus to pay $400 on the power bill plus BMI royalty fee for this year.
  Received letter from ACF that YAP is still in consideration for 2013 grant.
  Dave asked about finding an expert to help with installing antenna for better coverage.
  Motion by Andy, second by Dave to hire Beth D to handle the 2013 membership campaign. Motion by Elizabeth, second by  Dave to budget $100 toward the campaign. Motions passed unanimously.
   Station report discussed, no vote. With Summer coming, discussion on locating a stage for June Jam performances near the main building. Andy will be approach the CAEZ for use of the gym during inclement weather. WYAP applied for Community partnership grant to replace the roof on the CAEZ gym.
  The Innkeeper broadcast box (donated by Robert Eakle) was put into service during the basketball season and it worked great.
   Board concensus to use a $1000 grant to purchase an antenna, recorder, and other incidentals at the station. No vote.
   The station will contact the BDA for two outdoor signs using their $100 match program.
   Motion by Dave, second by Elizabeth to provide TG with $100, Dave and Rodney with $40 each to help with travel expenses during the last basketball season. Motion passed unanimously.
  Discussion on insurance coverage at the new location. Insurance is paid in full at this time.

June 2011 Station Report


 

   Broadcasting the outdoor music shows is once again a problem. During the first two  programs an objectionable hum was present. For the June 11th Jam, almost all hum and little else. Pete plans to look at the set up after tonight’s meeting
   Yap has a chance at airing the much aclaimed Bill Gaither 60 minute music show. Should be able to make that addition later this month. Earthbeat 60 minute shows finally died. Ecoshock radio is now being auditioned as a substitute. Aired once and seems pretty good.  From Pacifica we have also added Food Sleuth 30 minute shows.
   Other than ballgame times , the Roundtable Discussion group brought online more listeners during its Mayor candidate interviews last week.  So informative was the thang, one fired up citizen came storming thru the door with alternative views on the subject matter. Pretty impressive!
   Other than the on air feed problem mentioned above, our PA system is doing well this summer. Our first three Jams came off on time and with a growing crowd each week. The CCHS Majorette boosters are providing concessions. Devoid of funds, we are without the normal two American flags on stage.
  Inside, our equipment is working fine as is the new auto playlist, inserted weather and time of day software.
   While Jams are being held in June, Glenn B is off the air. He plans to stick with his Saturday night show in July until he heads off to college. Dave Derby introduced a seven in a row series which is adding greatly to his long running Time Tunnel show. Kayla and Ashliegh show is off the air during summer school break. We have their talents for one more year and then they too graduate from CCHS. Sports Circus did not air last week.
   The Welcome Center opened Memorial Day weekend and so far, we’ve installed five rolls of TP down there. There is a wa wa leak that needs fixed as well as the “ring” needs replaced ASAP.
   The Solid Waste  Authority agreed for YAP using their dumpster again this year for our junk as well as picking up after the Farmer’s Market.
   Our Summer sponsors are Solid Waste Authority and Delta Communications.
   Other than not enough time to get everything done, with a new license under our belts, WYAP community radio remains alive and on air.

May 2011

   Motion by Elizabeth, second by Dave to close the Bingo account at the bank. Motion passed
   During financial report discussion, note to have Beth changed future Financial Reports to include the date of the report for after statement postings as well as date of each deposit. Andy will contact Beth
   Long discussion on how to improve the financial posture of the station. Consensus: start a late membership campaign and add more on air announcements. Motion by Andy, second by Dave to ask Beth if she would be interested in spearheading the campaign. Motion passed
   Discussion of planned FCC announcements that new LPFM applications will be accepted sometime later this year. To expand the coverage area,  concensus, no vote, to approach non profit groups in the North and Southeast to see is they have an interest in partnering with WYAP to establish two new LPFM stations to serve the county. Andy will locate and find the groups.

    WYAP has added the Bill Gaither Homecoming radio show on Sunday mornings. Coupled with the West Virginia produced Bluegrass Gospel Hour from Parkersburg, all of a sudden, we’ve got a real good Sunday morning offer.
    From Pacifica, we have added the Rock N Roll Omnibus 2 hour show.  The program includes lots of background history on the various artists and eras of modern music. 101.7 is airing the show Saturday mornings and late night’s on Tuesday. With this new offering and The Vault Show by Anthony Lucero, we have some pretty good stuff each Saturday. Due to the 1940’s content of the Leslie Stevens Route 66 show, it was moved to Monday evenings, more in tune with the easy listening genre.
    Haven’t seen Glenn Boatright since Memorial Weekend. My guess is, he’s out of here and readying for his freshman year at Marshall.
   Long time DJ Dave Derby has changed his format to several in a row tunes from the same artist. Nice change.
   Fred Sampson’s Thursday evening show has been off more than on this summer. Kayla’s AK 94 Show is off the air until CCHS resumes in Sept
   Equipment wise, no break downs to report.
  Combing this report with the June Jam concert series, the Saturday night offerings went well and without weather related interruptions. No huge turn outs but good showing each week and great performances with one exception. The Teen night show was, well, in need of serious improvements or else WYAP needs to rethink he entire idea.
  Two of the three Summer Celebrations are also under our belt. Paying cornhole contests were offered at the first two and went over very well. We had some killer completion and even came out ahead in the pocket book.
  If we can come up with the volunteer support Labor Day weekend, we would like to return to kid contests and a parade.

July 2011 Bd Meeting Minutes


 

   Present: Fred Sampson, Andy Waddell, Dana Perkins, Josh Shamblin, Dave Derby.   Meeting called to order by Fred.   No minutes were available from the June 2011 meeting.
  The final Appalachian Community Foundation year end report was sent to the agency. WYAP expects to receive the 2011 grant cycle award later in July.
  $500 plus agency match (10%) receipts was given to the County Clerk’s office last month for Budget Digest reimbursement last. The $500 is last part of the $3000 award from two years ago.
   Currently, YAP has a $2500 grant ready to go and a $3000 Budget Digest grant that we’re waiting on the paperwork to come through.
  Financial report was given. Consensus given to reimburse Pete as soon as the ACF grant arrives.
   The station report was given.  We plan to offer an Aug cornhole championship as a fundraiser. The planned carwash fundraiser planned for July was cancelled due to lack of young volunteers available for work.
    The first July Cash Bingo contest did not generate enough players to make it happen. However, five in attendance went ahead and donated $20 each.
   The station is helping with onsite Farmer Markets by providing electricity when needed,  playing music, supplying a trash can, picking up afterwards and dumping in the Solid Waste dumpster.

STATION REPORT


 

  WYAP has added Al Jezeera News each weekday. The 30 minute offering is a much needed, up to the minute broadcast available by 8 am M thru F . It is very well produced.   Also from Pacifica comes Ian Master’s Newscast which is also very informative. With that show, we now offer, daily: Democracy Now, International News Report (mornings only) , Letters & Politics from DC (5pm) , and Free Speech Radio News (available after 5:3opm).
  YAP has successfully aired three CCHS football games with TG at the helm. Excellent job with good sound quality each time. Josh resigned as a sportscaster after the first game. He does plan to continue during the basketball season. We think we have a replacement coming soon. The prospective guy is experienced and respected in the CCHS community.
   Our sponsorship campaign went well with 10 paying sponsors including the new to the area, Total Comfort Heating and Cooling.
   TG would like to start doing some of the away football games. If royalties can be waived, we’re going to try it this week. Added expense would be the cost of adding ATT&T calling card minutes.
   During each of the three games, we maxed out with internet listeners. As soon as we went on the air, the audio was breaking up, buffering, and cutting out real bad. The reason is with the snail speed DSL service available to us.
   After the last sportscast, Pete reduced the number of slots available to internet listeners. We hope that will reduce the number of drops.
   Kayla has returned as a high school broadcaster each Wed after school. Another CCHS student begins training Tuesday at 3:30pm. Dave D is providing good content, on average, twice a week now.  The Wed evening Sports Circus program has not stabilized in a time slot yet.
   Since last meeting, the parking lot and land we are squatting on has changed ownership. Also, since last time, the Welcome Center has closed and moved away from that site to make room for a new residential single wide trailer. The new owner has been congenial during this process. It appears we my have a stronger relationship with the new guy.
   According to the equipment provider, the FCC is requiring each station to have the ability to receive enhanced EAS signals and have the gear up and running by Sept 30th. He also said, in the past, they have allowed stations to be in compliance if the equipment has been ordered by that date. The SAGE equipment would set at the transmitter shed and can be accessed via DSL. Cost would be around $2000.
   The alternative is to upgrade the existing box for around $1300. That’s the same box that hasn’t worked or at least we haven’t been able to get it to work correctly.
   I recommend WYAP goes with the new system and for us to be in complete compliance once and for all.
  Two winters ago, a telescoping tower was erected beside the existing tower (telephone pole actually). The idea is for the antenna to be moved to the new unit which allows for us to make adjustments without need of a hard to get boom truck. Last winter the new tower started leaning real bad. Fortunately we never installed the new antenna on it.  This is a recommendation to hire someone to dig a three foot deep hole right beside the existing telephone pole tower, stick the new tower in the opening, fill up the hole and cap with concrete. My guess is, WYAP would have around $100 in it. We need this upgrade before cold weather.  Let’s do it and be done with that problem .
   Our building is in need of major security updates . With a verbal green light given by Pete , Dave and me, we are adding a single horizontal bar across the back and side windows, double horizontal bars on the front side windows in Room C and D; repair the hinges on the front door, and use carriage bolts to secure each hasp on the entry doors.  Cost estimate for the project including labor, $100.
  WYAP is offering some professional programming as we get into fall. If we can complete the EAS upgrade, add the antenna to the new tower, move all the PA gear from the Jams to the shed, and harden up the station, I think we’ll be ready for winter 2011.

   WYAP sends all audio to the transmitter via Frontier DSL. So far during each 2011 football, our broadcasts have been all but unusable due to drops, breaks, stalls, and buffering.  Each week our DSL speed drops down to something as slow as dial up.  During the Oct 7th game I reduced the numbers of online listeners and the quality came back.
  We have to do something or quit offering online listening
   Our line up of quality programming increased in Sept with the addition of a nationally syndicated, Earth and Sky show. We also added one more Pacifica offering, the Ian Masters Insider Show. Returning to our late night shows is Jake Longwell’s Classics show.
  High School Junior Scott Stone is now airing his show each Tuesday at 3:30pm. In addition to independent artists from around the nation, Scottie provides lots of tidbit newsy stuff from gawker
   At the suggestion of TG Griffith, CCHS Principal Melinda Isacs is organizing a school based 5 minute show produced by students. The program will include lots of CHS news and sports. The weekly offering will be aired during high school broadcaster shows and during upcoming ballgames.
  Jimmy Derby increased the station security with bars on the windows, improved lock and hasp, and better performing front door. Up at the transmitter site, the telescoping tower is once again upright and ready for the antenna. AW will contact someone with a bucket truck to make the switch.
   The puter at the shed crapped out two months ago. It has since been replaced with an IBM unit

  The telescoping tower is now ready for use.
  The first ever WYAP Haunted House was a huge success. In addition to a net gain of around $575, the community response was outstanding. Tif Farmer and Telena Koch organized and ran the event. In all, we had around 20 volunteers making the scare time possible. All did well and without any “incidents” or injuries.  Around 300 entered Murder Market as it was called. It will be hard to top the event next year, It was great and increased our community footprint a bunch.
  New public service announcements have been added to our playlists as well as four new days of programming. The nationally syndicated Earth and Sky program has been added to our stable of quality shows.
  Our two new female high school volunteers do not happen.
  Basketball season is just around the corner. TG and Jerry have agreed to do the boys home games. Dale and Nada will not be doing the girl’s games. We are in need of two sportscasters and sponsors to make this happen. TG and Jerry are talking about doing some of the girl’s games if other volunteers are not located.
  We are in real need of a work party as we start winter. All of the June Jam equipment is still at the station and limiting our use of Room B. We also need to get out our Thanksgiving and Christmas decorations before cold weather arrives. Any volunteers to help with the task?

Meeting Minutes
Oct 10 2011

Present: Tiff Farmer, Andy Waddell, Pete Triplett, Kayla Farmer, Dave Derby

   The FCC approved WYAP’s license for seven years.
   Paybacks include: Tif  to $60.
   Station allowed Myers Amusements to use our water supply. Alan Myers donted us $60 for the service.
  Three bids for the new EAS system reveal the cost to be around $2300 for the SAGE equipment. BSW appears to be the low bidder.
   Danny Sizemore is the new owner of the Fas Chek building and parking lot which YAP uses. Monthly rent after the change was set at $100 . Our first rent check was mailed out on time.
  During the Station Report the Frontier DSL failures were again addressed. During most of the Friday night football games, our audio experienced many drops, stutters, and packet losses resulting in horrible conditions for our listeners. The problem is very slow DSL speed. At this point, options for changing the service away from Frontier, do not exist.
   Jimmy D has just about completed the telescoping tower support improvements.
   Our water bill went up. After talking with  town service personnel, turns out, the new trailer behind the station was hooked to our service for a couple weeks until they got their own line installed.
   The number 2 computer in the live booth blew up. A IBM unit was purchased from Delta and installed since last Bd meeting. WYAP still owes for the unit.
  Jerry Hubbard is the new football sportscaster replacing Josh Shamblin. Hubbard has expressed an interest in doing other sports events as well as a weekly live show at the station.
  Two high school girls have expressed an interest in doing weekly after school shows on Mondays.
   We have another first for the non profit. During this year’s Apple Festival, we hosted and displayed a very nice looking decorated truck and trailer complete with our own Labor Day queen and Tiffany singing tunes along the route of the 60 minute parade.
   The Board voted to expense up to $100 for the Haunted House fundraiser to be held for the three days around Halloween. Tif Farmer is the lead with Telena Koch providing a bunch of volunteer support. Volunteers will be needed for the event. So far, Tif, AW, Pete and Kayla have stepped up to the plate.

STATION REPORT Dec 2011


 

  We continue to add programming to our line up. Top quality Earth and Sky is now aired weekday mornings. Longer offerings (8 min segments) from that same agency are available and may be added in 2012. Technology Bytes is a weekly 2 hour show on computer stuff. Very interesting for the techy minded.
  The World of Possibilities with Marc Summer program is going out of business at the end of this year. The Friday morning weekly was one of the very first programs the station aired and was offered as an encore on Sunday afternoons.  We’re going to miss that caliber of air.
  Basketball season is now underway. After two boys games, equipment is working well. Returning Sportscasters are TG and Josh for the boys’ games. We’re a little short on the girl’s games with the loss of long time volunteers, Nada and Dawn. Josh has agreed to handle the girl’s season with TG backing him up for some of the games. We still need one more person for the girl’s games. Note: In press releases, WYAP is now being mentioned as the local radio station. That’s quite a change from 8 years ago. Thank goodness for the changing of the guard.
   On air personalities Dave, Scottie, Kayla continue to do well. The Sports Circus returned to the airwaves with Brian King as the lead. The shows airs as Brian’s evening schedule allows, usually early in the week around 6:30pm.
  We’re going into the winter months again without the antenna mounted on the new tower. The station has not been winterized. The fall clean up didn’t happen. Summer gear has not been stored at the shed. We remain without a working EAS system. Record keeping is scant at best. We have no one actively looking for grant opportunities.  Other than that Ms Lincoln, how was the play.
  Holiday wishes to one and all as we start another year of community radio.

Board Meeting Minutes
Nov 15 2011, 5:30pm


 

Present: Fred Elizabeth, Josh, Andy, Pete
   Motion by  Fred, second by Elizabeth to approve minutes from the July and October meetings. Unanimous acceptance.
  No financial report was presented. A gloomy bank statement was passed around with discussion following.
   Pete announced that Senator Bill Laird secured a $2000 Budget Digest grant for the station. Expect those funds to be available for use sometime in 2013.
  Station report was presented and discussed. Fred is dropping his Thursday evening show but may resume sometime in the future.
  Much discussion was spent on the major Frontier Tele Company DSL problem the station is experiencing. With very slow speeds, our audio product is unacceptable during peek evening hours like during ballgames. Our football season broadcasts were horrible due to slow DSL.  Fred agreed to contact Senator Manchin’s office for intervention. Andy agreed to pen a letter to Frontier’s Ric Holiday.
   Andy reported that the national test of the new enhanced EAS system was a flop.
   Tiff agreed to handle the New Year’s Eve dance.
